Navigating the Early Learning Coalition Provider Portal: Policies and Guidelines

For professionals engaged in early childhood education and utilizing the Early Learning Coalition Provider Portal, understanding the operational policies and guidelines is crucial. This document outlines essential information regarding learning event registrations, payments, cancellations, attendance, and other important regulations to ensure a smooth and beneficial experience for all users of the portal.

Registration for Learning Events

The Early Learning Coalition Provider Portal streamlines the registration process for all learning events and workshops. All registrations are exclusively managed online through the portal. It’s important to note that registration operates on a first-come, first-served basis due to limited seating availability in many sessions. To register for any learning event, regardless of whether it is free or paid, and irrespective of the payment method, you will need an active account on our online platform accessible through the provider portal.

Payment Procedures

For learning events that require a fee, the Early Learning Coalition Provider Portal facilitates online payment at the time of registration. This integrated payment system ensures a secure and efficient transaction process for all users.

Cancellation Policy for Registrants

We understand that circumstances can change. If you need to cancel your registration for a learning event, you are entitled to do so up to 48 hours before the scheduled start time. Upon cancellation within this timeframe, a full refund will be processed and credited back to the online account that is associated with your provider portal profile.

Learning Event Cancellation Policy

In certain situations, the event sponsor reserves the right to cancel a learning event. This is typically due to insufficient registration numbers to proceed effectively. Should a cancellation occur, registered participants will be promptly informed via email, and a notification of the cancellation will be sent. In such cases, a full credit will be applied to your online account within the Early Learning Coalition Provider Portal.

Attendance Regulations

To maximize your learning experience, we encourage all participants to log in virtually or arrive in person 5 to 10 minutes before the scheduled start of any learning event. Please be aware that participants who arrive more than 15 minutes after the official start time WILL NOT BE ADMITTED TO THE SESSION. While we strive to be accommodating, make-up sessions are not feasible and WILL NOT BE OFFERED for any missed learning event. In some instances, partial in-service credit may be considered, if applicable, for late arrivals who are admitted at the discretion of the event organizers, but this is not guaranteed.

The Early Learning Coalition Provider Portal and associated IECP and ELCHC are committed to fostering an inclusive and equitable learning environment. In alignment with this commitment, we uphold a strict anti-discrimination policy. Discrimination against any person based on race, color, religion, gender, gender identity, national origin, citizenship, disability/handicap, marital status, veteran status, sexual orientation, or age is strictly prohibited in all aspects of learning events, training workshops, and professional development opportunities offered through the portal. Furthermore, ELCHC is dedicated to providing reasonable accommodations for individuals with disabilities, handicaps, and/or religious beliefs to ensure equal access and participation.

Americans with Disabilities Act (ADA) Compliance

In accordance with the Americans with Disabilities Act, we are committed to ensuring accessibility for all learners. Any person with a disability or handicap who requires reasonable accommodations to participate effectively in a learning event should contact us at 813.515.2340. To allow sufficient time to arrange accommodations, please make this notification at least seven business days prior to the scheduled learning event.

Learner Security and Privacy Policy

Protecting the privacy of learners who engage with our learning events through the Early Learning Coalition Provider Portal is a priority. Our online learning platform requires registration for each learner, and access to these records is restricted to prevent unauthorized public viewing. Learners can access copies of their certifications and their personal demographic/contact information as provided during registration via their portal account. To ensure security and verify identity, learners are required to present a state or government-issued photo ID at all in-person learning events.

Proprietary Interest Disclosure Policy

Transparency is important in our learning environment. Individuals participating in ELCHC’s learning events have the right to be informed about any proprietary interest a trainer or instructor may have in a product or service discussed during the event. Therefore, all trainers and instructors are required to disclose any proprietary interest they may hold in any product, instrument, device, service, and/or materials discussed in a training event, program, or workshop. Disclosure must also include the source of any compensation related to the presentation to ensure full transparency.

Continuing Education Units (CEU) Award Policy

Continuing Education Units (CEUs) may be awarded for learning events that are three hours in duration or longer. Events shorter than three hours will qualify for in-service hours upon successful completion. CEUs are granted upon successful completion of the learning event. Successful completion requires learners to arrive on time, attend all required sessions in full, actively participate in the learning activities, and complete all related assignments and/or surveys as specified by the trainer or instructor. For online training sessions, a minimum engagement score of 75% is required for CEU eligibility. For all online training sessions, participants are required to have their cameras turned on without exception. The participant’s name displayed during online training must match the name used during registration on the Early Learning Coalition Provider Portal. Details regarding any required assignments or surveys will be outlined in the Training Description available on our online platform. Learners are encouraged to contact trainers or instructors directly if they have any questions or need clarification regarding the requirements for successful completion. In-service hours will be awarded in place of CEUs if a learner does not meet the criteria for successful completion as defined by the instructor or trainer. *Please note that training sessions may be recorded for educational purposes.

Achievement Bonus Opportunities

To be eligible for an achievement bonus, participants must be currently teaching in Hillsborough County and fulfill all course requirements. These requirements typically include pre and post assessments, homework assignments, reflection activities, and, if applicable, an LMS instructor evaluation. Each individual is limited to a maximum of four training achievement bonuses per training cycle. Bonuses will not be awarded for coursework that has been previously completed. Furthermore, to process achievement bonuses, a W9 form must be submitted, and the address provided on the W9 form must exactly match the address associated with your LMS account in the Early Learning Coalition Provider Portal. Certificate of Completion Retrieval

Upon successful conclusion of a learning event or training program, participants will receive a Certificate of Completion. This certificate can be easily accessed and retrieved from your individual online LMS account within the Early Learning Coalition Provider Portal.

Child Care Arrangement Policy

All learning events and training sessions provided through the Early Learning Coalition Provider Portal are designed and intended for adult audiences. Therefore, all registrants are expected to make necessary childcare arrangements to ensure their full participation in the learning event. Please note that childcare services are not available at the learning event venues.
