Update on Early Learning Resource Centers in PA Regions 15 & 18

Effective July 1, 2024, the landscape of Early Learning Resource Centers (ELRCs) in Pennsylvania Regions 15 (Delaware County) and 18 (Philadelphia County) has transitioned, with Public Health Management Corporation (PHMC) stepping in as the designated agency. This update is crucial for childcare providers and families relying on these vital resources. PHMC Takes Helm of ELRC Regions 15 & 18: Ensuring Seamless Transition

Following a rigorous and competitive procurement process overseen by the Department of Human Services (DHS) Bureau of Financial Operations (BFO), PHMC was selected to lead the ELRCs in Regions 15 and 18. This decision underscores PHMC’s recognized expertise and financial stability, building upon their existing role as the ELRC agency for Region 19 (Chester County). For families and providers, this transition is designed to be seamless, with a commitment to maintaining uninterrupted access to childcare services.

Important Payment Update for ELRC 18 Providers

For childcare providers in ELRC Region 18, it’s important to note payment procedures during this transition. Caring People Alliance (CPA), the previous ELRC 18 operator, handled July payments for Child Care Works (CCW) services delivered in June. For services provided from July 1 onwards, PHMC will manage payments, commencing in August. To ensure timely payments, providers who haven’t yet submitted updated CCW Provider Agreements are urged to contact PHMC for assistance in completing these agreements by July 31, 2024.
