The Operator of Uninspected Passenger Vessels (OUPV) license, often called the Six-Pack Captain’s License, is your key to navigating the waters as a professional charter captain in the U.S. This license empowers you to carry up to six paying passengers on uninspected vessels, typically for activities like fishing charters, scuba diving expeditions, or scenic tours. If you’re looking to turn your passion for boating into a career, understanding the OUPV license is crucial, and Mariners Learning System is here to guide you through every step.
Understanding the OUPV/Six-Pack Captain’s License
The OUPV license is designed for those operating smaller vessels, under 100 gross tons (approximately 75-90 feet), in near coastal or inland waters. The “Six-Pack” designation comes from the passenger limit – a maximum of six paying passengers plus crew. This license is essential for anyone wanting to legally operate these types of charter businesses. Mariners Learning System provides a comprehensive online course specifically tailored to help aspiring captains achieve this credential efficiently.
Navigating the Types of OUPV Licenses
The U.S. Coast Guard (USCG) offers the OUPV license in three distinct endorsements, each catering to different operational areas. Your choice depends on where you plan to operate your vessel. Importantly, the online course offered by Mariners Learning System prepares you for the exam regardless of the specific endorsement you seek.
OUPV Inland License
This license restricts operation to shoreward of the designated boundary line, excluding the Great Lakes. The boundary line generally follows the coastline and crosses the mouths of smaller bays, inlets, and rivers.
- To qualify, you need at least 360 days of documented experience operating vessels, with 90 of those days within the last three years.
- An Inland License can be upgraded to a Near Coastal License with 90 days of experience seaward of the U.S. Boundary Line.
OUPV Great Lakes & Inland License
This endorsement expands operational areas to include the Great Lakes, while still restricting you to shoreward of the boundary line.
- The experience requirement includes 360 days of documented vessel operation, with 90 days specifically on the Great Lakes, and 90 days within the last three years overall.
OUPV Near Coastal License
Offering the most versatility, the Near Coastal License allows operation on U.S. inland waterways and up to 100 nautical miles offshore.
- This license requires 360 days of documented experience, with at least 90 days gained seaward of the boundary line, and 90 days within the last three years.
Note: Sea service experience can be documented from your own vessel with a Small Vessel Sea Service Form and proof of ownership. Experience from other vessels requires a Sea Service Form signed by the vessel owner. Experience gained before the age of 16 cannot be counted. Mariners Learning System can provide guidance on properly documenting your sea service to meet USCG requirements.
Essential Requirements Beyond Sea Service
In addition to documented sea service, obtaining your OUPV license through Mariners Learning System and the USCG involves several other key steps:
