Terminal objectives focus on the end result, not the learning process. They represent the highest level of learning expected from the learner upon completion of the training. They guide the development of the entire learning experience, ensuring all activities and assessments align with the ultimate goal.

Distinguishing Between Terminal and Enabling Objectives

While a terminal objective defines the overall goal, enabling objectives outline the intermediate steps required to achieve that goal. They break down the terminal objective into smaller, more manageable learning components. Enabling objectives serve as building blocks, guiding the learner through a sequence of learning activities that progressively develop the necessary skills and knowledge.

For example, if the terminal objective is for a learner to be able to write a persuasive essay, enabling objectives might include outlining the essay structure, developing supporting arguments, and citing sources correctly. Each enabling objective contributes to the mastery of the final skill defined in the terminal objective.

Practical Example of a Terminal Objective

Consider a workshop on financial literacy. The terminal objective could be:
